I can't believe Fate is even more of a badass, dashing prince in this manga. All the more reason to look forward to her meeting Nanoha again, we all know the second they lay eyes on each other, Fate is devolving into moeblob mode.

You know what, I really love the direction the manga is going. The franchise has been too focused on mecha and guns, so I'm glad they're focusing on magic again. And the exploitation of women theme? Cheff kiss.

I feel like this series is weird, and I'm speaking as a huge Nanoha fan.

Like, just the numbering is confusing; why is everything numbered like mini chapters? The split focus on robots, the TSAB, and the villains means no one is getting characterization, the pacing is bizarre, and as of this chapter, it seems like the villains were... kind of right? It turn out witches ARE both very real and incredibly dangerous. Why did this even start? Witch ghosts are apparently a thing? Who even ordered this and how is the intergalactic government only JUST hearing about this full genocide when there's only one witch left? Who funded these guys?

Worldbuilding has never been the strength of Nanoha, and this movie continuity might abandon what few details we got from StrikerS. But the interdimensional "government", TSAB, distinguishes between Administered and Unadministered worlds. Presumably this is one of the latter, and thus not under Bureau jurisdiction or attention (the Bureau is chronically overworked.) My guess is that the UN of this planet recently asked the Bureau for help, or maybe Hayate volunteered for undisclosed reasons, but anyway information is naturally limited. Sort of like a small NATO team visiting some large African country, if we had less mass communication.

If you mean who funded the cyborgs like Zeo and Nanoha's prisoners, that would be the military of Darnaza, the particular country they're in on this planet.
