I'm currently reading this series again, and yes, Tomo is leagues stupider than Osaka could ever be. I'm pretty sure Osaka is smarter than Kagura, too.

now i remember that sayonara zetsubou sensei joke about the VA of osaka being equally dumb as the character but in reality she was just acting dumb the whole time.
