This is awesome
Come to think of it, the fan theories never gave any theory as to why Charlotte uses a harmless stuff toy as a decoy instead of a rampaging witch just as everyone

What does this mean? Homu becomes a witch?

Wow, this is actually really inventive.

This may be wrong, but from what I'm getting from this manga, the author is trying to connect the two versions of Charlotte (Doll form, Worm form) to Madoka and Homura. Because Homura finally became a witch she wanted to "Become one" with Madoka. Madoka accepts her wish and they turn into a witch together. Thus they became Charlotte who has two forms; a docile, harmless form (Madoka), and a powerful, chaotic form (Homura).

This theory is broken by the introduction of the Rebellion movie, but it is still a very thoughtful theory and would've definitely held fast due to the Time Paradox effect that is constantly going on in Puella Magi.
