It says I'm limited to 8 per day, but it's a new day and it still won't let me. So is it 8 per 24 hours? Or does it refresh at a weird time. Thanks!

I believe it is 8 24 hours, rolling. So if you downloaded 5 items at 03:00, and 3 at 08:00, then at 03:01 the next day, you should be able to download 5 more items.
